Abstract

The researcher is willing to know the process of the position bidding .The location of the reserch is in Tenggarong.The method of it is qualitative one by obeserving, interview and library by taking the news fromthe local dailynews papers.The results of the research is that the Regent of Kutai Kartanegara will get the competitive and qualified high officers depends on the below criterias,(1).To have high competitiveness and leadership, 2).To have quick and precise to make decision,(3).Nomort tbe afraid towards the risk then to be brave in making decision in any difficulty,(4).To have selff-confidence and Nomore to be afraid to action,(5).The bidding process has to objective and high trade mark in academic level,(6).To have the skill in explaining the problem to the staff clearly and distingly .The suggestions of the researcher about the process of position bidding are (1).T do the bidding in reality nomore only just show-off,(2).To combat the colusion, corruption and nepotism ain the area here in all levels (4).Nomore discrimination anyway,(5).The offficer who is passed the test has to make a program which is practised in 100 days working if he or she fails the he or she has to resign.

Abstract

The aim of this research is to know the regulation of the Minister of Education and culture Number 23 , 2017 on the strengthen of the character of education by one day school in 5 days per week.The location of it is in Indonesia in September 2017 by using method of library one by taking the correlated news in the only resource namely Gatra magazines published n August 30,17 by reasoning is that the discription of it very interesting by the title THE WAYOUT TO STRENGTHEN THE CHARACTER and there are only some people have read this title .The results of it are (1).The one day school make polimic in the education society ,(2).The pro-ones said that the one dy school (a).It can give oPeraturan Pemerintahortunity to strengthen the students’s character ,(b). It can give one day to gether with their parents on Saturday , (c).The parents can catch-up the children at 5 o’clock PM from their offices and together home ,(3).The contra by giving any argument,(a).It makes the students tired and boring with ,(b).The program for 6 days school can cover the strengthenness of the students’ charchter,(c).Some schools have arranged the activity of deepening their religion in such that the program can go well.The suggestions are ,(1).The schools can choose the the best for them ,(2).This regulation may not become polemic because can make chaos,(3).The parents can be given the problem solving ,(4).The government has to make president’decision to prevent the chaos.(5).

Abstract

Independence, Audit Ethics And Audit Quality.The aim to review the influence of Auditor independence, Audit Ethics or Professional Auditor's Ethics on Audit Quality. The assessment was conducted descriptively with reference to the studies that have been done. Based on the review, it is known that independence as an independent variable has a significant effect on audit quality, on the other hand independence has no significant effect on audit quality.Auditor independence affects the quality of the audit if the auditor is able to uphold or maintain its independence. It’s cna be achieved if the auditor in performing his duties is guided by the audit standards established by the Indonesian Institute of Accountants – Ikatan Akuntansi Indonesia’ (IAI), that is the general standards, standard field work and reporting standard. Conversely, the independence of the auditor does not affect the quality of the audit if the independence of the auditor is weakened. The weakening of the auditor's independence is due to the conflict of power of role such as the client can suppress the auditor against professional standards and in large measure, a healthy client's financial condition can be used to suppress the auditor by making the auditor's replacement.This may make the auditor unable to withstand the pressure of the clientThe ethics of the auditor may be placed as an independent variable affecting audit quality and other findings show the ethics of the auditor as independent variable, not affecting the quality of audit. While the result of others research find that the auditor ethics is placed as a moderating variable that moderates the influence of independence on audit quality and moderates the influence of competence on audit quality.Overall, it can be said that the influence of attitude toward the behavior, subjective norm and perceived behavioral control on intention in determining individual behavior is determined by intention to behave. The amount of influence attitude toward the behavior, subjective norms and perceived behavioral control can vary from individual to individual

Abstract

Criteria that are important to determine the ability of agencies in managing households in the agency can be seen from its financial position. The financial position can be seen from the Budget Realization Report (LRA) that determines the amount of agency expenditure to finance all activities in each budget year.  The purpose of this research is to know the Control of Budget of Forestry Service of East Kalimantan Province in 2016. Based on the results of analysis and discussion on research, then the conclusion Based on the results of analysis and discussion on research, the conclusions obtained are as follows:1.       Viewed Ratio of Growth Spending Budget Control of East Kalimantan Provincial Forestry Office 2016 Efficiency due to Expenditure in 2016 has increased.2.       Viewed Operating Expenditure Ratio Against Total Expenditure Budget Control of East Kalimantan Provincial Forestry Office 2016 Efficiency due to Actual Expenditure of Operations in 2016 decreased.3.       Capital Expenditure Ratio to Total Expenditure Budget Control of East Kalimantan Provincial Forestry Office 2016 Efficiency due to Actual Expenditure of Operations in 2016 decreased.4.       Direct Ratio of Direct Expenditure and Indirect Expenditure Budget Control of East Kalimantan Provincial Forestry Office 2016 Unstable due to Expenditure of Operations Expenditure in 2016 has increased.5.       Viewed Ratio of Efficiency of Expenditure Budget Control of East Kalimantan Provincial Forestry Office 2016 Enough Efficiency due to Realization of Expenditure in 2016 less than Budget. Based on the above conclusions of the East Kalimantan Provincial Forestry Service's Budget Control. Abstract

The purpose of this study is to know and assess the level of work performance of employees at the Regional Revenue Service Unit Technical Unit (UPT) Revenue Service District of North Samarinda.To analyze the data obtained by the author using multiple regression analysis tools and SPSS (Statistic Product and Service Solution) application Rel 22 For Windows to obtain the following results : The resulting regression equation is: Y = 1,329 + 0,282 X1 + 0,278 X2. Constant value of 1.329 states that if there are no independent variables (compensation and motivation) then the value of work achievement of 1.329.Result of F test calculation, F value count is 12,086 with 0,000 significance level because significance value less than 0,05 then existing regression can be used to predict the magnitude of work performance or it can be said that the independent variable (compensation and motivation) to the dependent variable (work performance).The value of F table with df1 = k = number of independent variables = 2 and df2 = n - k - 1 = 59 - 2 - 1 = 56, obtained F table value of 2.78. This means that F arithmetic> F table or 12.086> 2.78 so that it can be said that the compensation and motivation variables are together able to show the influence on the work performance or regression model can be used to predict the work performance, so that the first hypothesis is accepted truth.The value of R shows the number of 0.549. this means independent variables together have a relationship to work performance variable (dependent) of 0.549 or 54.9%. This relationship belongs to a moderate category of interpretation and this means that 54.9% of work performance can be explained or influenced by motivation compensation variables. While the rest of 45.1% work performance is explained or influenced by other causes beyond the variable compensation and motivation.Result of calculation of t test between variable of compensation (X1) with work performance (Y), obtained value of t compensation (X1) equal to 2,893 while t table value with df = n - k = 59 - 3 = 56, and significance level equal to 0,005 and test conducted two sides obtained t table amounted to 2.021. This indicates that t arithmetic> t table or 2.893> 2.021 which means the compensation variable (X1) is partially able to show significant influence on employee performance. While other variable that is motivation (X2) less able to predict or explain its effect to work productivity. Thus the second hypothesis submitted authors accepted the truth

Abstract

Communication is the delivery of messages between human effort. These efforts are done directly and some are using the media. Who uses the term media called mediated communication. Mediated communication in the sense that the mass media can be viewed from two perspectives, that is communication and sociology. From the point of such communication is communication using mass media, such as newspapers, radio, television and film, including books. Meanwhile, from the perspective of sociology, mass communication is a communication addressed to the masses,  suchas aspeechbefore the masses. Thus including book, because the book is addressed to the masses, the many people who took an interest and need. Along with developments led to more extensive coverage of mass communication, including books. Because the books are intended for the masses. Moreover, the books contained in the library is obviously intended for students and other campus academic community to meet a variety ofneeds.

Abstract

The amendment is a formal amendment of an official document or a particular record, especially to remedy it. These changes may include adding or deleting the wrong note, no longer appropriate. This word is generally used to refer to changes in the constitution of a state (constitutional amendment). Constitutional constitutes basic principles of politics and law covering structure, procedure, and authority / rights and obligations. Abstract

The aim of this research is willing to know the solution of the regional fund (BOSDA) for the public senior high school and special department of senior high school given by the Provincial gevernment in East Kalimantan in the studying year 2017.The method of the research is libray one through the dalay newspaper Tribun Kalimantan Timur.The results of it are (1)The budget of the province has been deficit,(2)The authority of the management of the senior high school has been transfered for the local government to prvincial government based on teh regulation Number 23 /2014 on the regional government,(3)The Provincial government are not ready to fund the cost of the schools,(4.The local government break the relation with the schools concerned,(5)The schools have been suffered from the lack of the fund wehereas the parents supports has been stoped since 10 years ago based on the regulation of 12 years study’s must free study from primary schools to senior ones.The suggestions are The suggestions of it are (1)The senior high schoolsparents have to support the schools budget,(2) The authority of the management of the senior high school has to mananged by both either the local government or provincial government,(3)The Provincial government discussed with the local governments to pay the cost of the schools,(4)The local government does not break  the relation with the schools concerned,(5)The education of the senior high schools has to pay school-fee.

Abstract

This research is willing to know how to overcome the broken roads in East Kalimantan.There are some roads those are very bad it is,therefore to make same traffic accidents.The location of the research is in Samarinda, East Kalimantan in January 2017 from January to April 2017.The method of the research ia by observing the roads :M.Yamin, Kemakmuran,Sebatik and Juanda.The results of the research are that the conditions of the roads in January to April 2017 are very bad among are :(1).On Jalan M.Yamin there are some holes in front of the Mulawarman University’s gate,(2). Kemakmuran there is a broken spot near the Cuture centre service,(3).Sebatik the is a long and dee hole near the BNI 46 office bank,(4).And Juanda there are many holes around the flyover street.The suggestions of the researher are (1).The government has to repair those roads soon,(2).The Government has to put the signs of danger in the broken spot of the street,(3).The Gvernment has to make planning to arrange the repairment,(4).The user of the roads has to be more careful t ride the cycles.

Abstract

The aim of this research is to know the effort of the Governor of North Kalimantan to improve the quality of the aparatus and the quantity of them .The Location of the research is in Bulungan in 2016/2017.The researcher has the results as follows,(1)The Governor of North Kalimantan without fatique to improve the quality and the quantity of tthe aparatus here,(2)The Governor of North Kalimantan improve the aparatus by sending to the course and training as weel as education,(3)The Governor of East Kalimantan is willingly to make any effort to develop this province to make the same level compared  with the other provinces.The suggestions of the researcher are (1)The staff has to partisipate and the efforts of the Governor of the North Kalimantan,(2)The recruitment has to be objective and profesional,(3)The Governor of North Kalimantan has to empower the local people here,(4)The Governor of North Kalimantan has to enforce tthe area to be good governance.
